State of Washington


Ninth Circuit Court of Appeals

The Ninth Circuit Court of Appeals is the largest federal court in the United States, covering the states of Alaska, Washington, Oregon, Idaho, Montana, California, Nevada, Arizona, and Hawaii.

At the Ninth Circuit Court of Appeals, David has argued and won multiple victories on behalf of vulnerable citizens. The appellate decisions highlighted below involve violations of federal civil rights in the following areas: (1) victims of child abuse in a state-licensed foster home; and (2) victims of child abuse in a state-operated mental institution.

Supreme Court of the United States

David is admitted to practice at the Supreme Court of the United States, the highest court in the United States of America.

In 2012, after the State of Washington lost Ammons v. DSHS at the Ninth Circuit Court of Appeals, the Office of the Attorney General filed a brief requesting that the Supreme Court of the United States reverse the decision.

David, as counsel of record for Ms. Ammons, filed this Brief in Opposition.
On May 14, 2012, the Supreme Court of the United States agreed with the position taken by Ms. Ammons and rejected the Attorney General’s request.
